Looks like you should be able to install them with apt-get, if you're on an older version just use backports, or download it from here.

For the idea itself, I fear it would not be easy to balance. Some of those would profit some factions way more than other factions, for example. E.g. The +1 melee/ranged damage would help Rebels (whose main units have four attacks, and who are using both ranged and melee) much more than Northerners...

GOG often doesn't have the source code for the games they sell though, and making it work on newer versions of Windows normally involved getting out a hexeditor and fiddling with the binaries. As much as I love that idea and would love to see it happen, it's not going to happen (probably) as it is completely different to what wesnoth actually is, as Dugi said. This kind of stuff belongs perfectly in UMC content and if you want it there are plenty of great UMC which have this kind of stuff...
