The only thing I can think of that might help would be a dismount option for defense purposes only. I got the idea from real life cavalry tactics, where they would dismount, then force the horse down and use the horse itself as cover. This would be for defense only, and would cost 2 of your movement...

Since it probably won't be changed, you can reason out that a Ghost, due to the fear most have when encountering an ethereal being, uses that for his/her ZOC. Heck, Zombies, although level 0, should be able to instill the same "I don't want to brush near this stinking animated corpse" ZOC.

He does have a valid point about the common sense of the horse unit. Bladed attacks wouldn't be able to deal the double punishment they inflict in Wesnoth in a real life situation. I don't know if it would help, but the rain cycling has been done in some games. The weather front's move to affect mostly movement. Hearts of Iron 2 has this, and it makes you "hold off" on that invasion of Russia til some of the snow clears, or you can go ahead and watch your units floun...
