If you're in a console,
should start it up. That's assuming that /usr/local/ is in your path.
Depending upon your desktop environment, you can add custom menu entries. KDE does this best, but both GNOME and XFCE and almost any other WM or DE will have ways of doing this too.

You should be able to simply type in wesnoth in your terminal. Assuming it's in your path (it is in Kubuntu) /usr/local/ binaries always override /usr/ binaries, so you could even have two different versions of Wesnoth installed at the same time.
