I'm using debian unstable and I can't seem to get past 0% either, I know the server isn't down or I'd get disconnected right away. Seems more like a traffic problem. I'm using 1.1.12. I don't envy the server engineer! You have my sympathy.

I read somewhere that the game comes with some campaigns? I installed version 1.1.9 for linux but I didn't get any campaigns. I was able to download "The South Guard" or perhaps a modified version of it from the add-ons but I'd like to know which main ones I am missing and how to get them ...
