I would argue that the other dwarven units, being the infantry, are the ones that get better armor as they show prowess in combat, and consequently higher weapon resistances. The dragonguards, being primarily ranged(though not exclusively), would be the ones that instead had access to the best booms...

Reading this actually reminded me of Sierra's years-old Civil War Generals 2. I only played the demo, but if I recall(and I admit not recalling perfectly well), some of the game's features were like what you describe.

May be worth a look if you can still get it.
