You can definitely always reach even if he's at 10 by going up and around the fighter (maybe the puzzle was changed to allow this :>)

There are tons of well armored sprites that don't match up to the units resistances. In general, gameplay drives stats and theme drives aesthetics. They don't always match up perfectly. When you first reach the end of turns in Dark Forecast, IIRC it is supposed to continuously bump up the amount of turns left and trigger new, harder opponents. Instead it just ends in a loss.
