It would be a good idea but, realisticaly, Heavy armor does not handicap your agility or movement in significant way. Also, a -1 movement is a pretty significant reduction in a unit's power, I'd need to counter that in some way. Think of Heavy Infantry... Also, you don't believe Plate Mail would sl...
