I had the same bug with 1.3.7 on Vista. In the scenario "Northern Winter" of the "Heir" campaign the recall list has every unit twice, and also all the hero units are listed once.
After I reloaded the save game of the previous scenario and ending it again it worked.

(1) hard with version 1.1.11. (2) 10: unbeatable, I only had the hero at level 3 and one level 2 elf, no means of recalling units, no means of healing, stopped playing the campaign at this point, which is a shame (actually I had a lot of swordmen and pikeneers, HOW was I supposed to know that I won'...

I think it would be a good idea to set map labels visible just for teammates, so that you can mark tactical spots on the map without the enemy knowing.
